This document presents recommendations for improving the policy instrument(s) and the wider support framework for SME digitalisation in Albania, based on the findings of the DIGITRANS Regional State of the Art Report. The analysis highlights Albania’s rapid progress in digital public services and startup support, alongside persistent challenges in SME digital maturity, territorial disparities, skills gaps, and fragmented policy implementation.
While Tirana and, to a lesser extent, Durrës concentrate most ICT firms, innovation hubs, and digitally advanced SMEs, a large share of micro-enterprises and rural businesses remain at a low level of digital adoption.
The recommendations below aim to strengthen coherence, inclusiveness, and effectiveness of Albania’s SME digitalisation ecosystem and to provide a structured basis for WP2 pilot actions under the DIGITRANS project.
